210.02 CAPITAL IMPROVEMENT PROJECTS SPECIALLY ASSESSED.
   The following procedure shall apply as a general plan for the completion of capital improvement projects henceforth which are specially assessed in the City:
   (a)   The public may petition Council or Council can levy special assessments.
   (b)   Each such project shall have a preliminary estimate of cost and the same shall be based on plans, specifications and profiles.
   (c)   Council shall then determine the necessity for such improvement and approve the plans, specifications, profiles and costs.
   (d)   Estimated assessments shall be prepared and filed with the Clerk, the Mayor, the Administrative Officer and the Director of Finance.
   (e)   Notices of the estimated assessments shall be sent to property owners.
   (f)   If property owners file objections, an Assessment Equalization Board shall be appointed, which shall report to Council, to equalize the assessments.
   (g)   Council shall then determine whether to proceed by ordinance, with the improvement, considering the parameters of the financing.
   (h)   Council shall then authorize advertising for bids and entering into a contract for the improvement.
   (i)   The contractor shall file an estimated completion schedule/time table with the Mayor, the Administrative Officer, the Director of Finance and the President of Council, and construction shall commence.
   (j)   Final assessments shall be determined upon completion of the project and compilation of final project costs, upon which Council shall pass an assessment ordinance.
