(A) This section shall be known as the “Borough of North York Parking Procedures Ordinance”.
(B) The provisions of the Pennsylvania Motor Vehicles Act, 75 Pa.C.S.A. §§ 3351 through 3354, concerning parking, and any existing parking regulation ordinances of the borough, all as may be amended from time to time, are deemed incorporated into this chapter as parking regulation ordinances of this borough, except insofar as the procedures for enforcement and administration thereof, and amounts for the fines set forth therein, which are governed by this section.
(C) Violations shall be documented and noticed via a parking violation notice form to be prepared by the Northern York County Regional Police Department (hereinafter referred to as the “NYCRPD”).
(D) The NYCRPD is further hereby authorized and empowered to issue parking violation notices and to prosecute violators of traffic and parking regulations who fail to pay the fines established for such violations.
(E) The NYCRPD is hereby authorized to collect any and all fines and establish such service charges and procedures for collection of fines as are deemed necessary and appropriate by the Department. Fines so collected shall be disbursed weekly to the borough by the Department, if made payable to the borough. Checks made payable to NYCRPD shall be deposited by NYCRPD and disbursed quarterly to the borough.
(F) Authority of borough not limited.
(1) Nothing in this section shall in any way limit or affect the powers or authority of the borough to adopt and/or enforce statutes, ordinances, rules, regulations or restrictions with regard to parking and traffic within the borough over which the borough has jurisdiction.
(2) Nothing in this section shall limit or affect the power or authority of the borough to enforce this section through its own code enforcement officers or other personnel.
