After the final date for compliance established in Section 670.10, in the month of May of each year the County Health Officer or, in his absence, the Chief of Police shall make a thorough sanitary inspection of all public and private property in the City and shall transmit his report together with his recommendations to Council on or before June 1. A copy of such report shall also be sent to the State Department of Health.
