660.20 LITTERING; USE OF REFUSE COLLECTION PROCESS BY NONRESIDENTS PROHIBITED.
   (a)   No person shall, without lawful authority, place or dispose of in any manner, upon any public property or upon the premises of another, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety.
   (b)   No person who is not a resident, property owner or taxpayer of the City shall place in the refuse collection process of the City, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety. This prohibition includes, but is not limited to, a nonresident or nontaxpayer placing any of the described garbage or refuse in containers, bags or other objects, etc., in the residential or commercial pick-up sites established by the City and the refuse collection contractor.
   (c)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
