(a) No person, other than private noncommercial residents of the City, shall use the City refuse containers.
(b) Hours for use by private noncommercial residents shall be determined by the Mayor, as posted.

(c) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
