(a) No person within any residential area shall repair, rebuild or test any motor vehicle or nonstationary source in such a manner as to cause unnecessary, excessive or offensive noise. If the noise is seven dbA over the fixed source noise level for more than five minutes out of sixty minutes, such noise shall be conclusively deemed to be loud and excessive.
(b) Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. The penalty shall be as provided in Section 698.02.
