The owner and/or operator of any vehicle which causes its load to spill upon the public highways or surrounding area shall be liable to the City for the reasonable cost for clean-up, including Police Department personnel, Fire Department personnel, Street Department personnel and any outside agency that is required to be hired by the City in order to clean up such spill and to minimize any adverse environmental effect caused by such spill.
