(a) Except as provided in division (b) of this section, no obstructions, including but not limited to structures, fences, walls, sight screens, bricks, wood, landscape mounds or other building materials, shall be permitted in the public right of way.
(b) Notwithstanding division (a) of this section, the following obstructions or improvements shall be permitted in the public right of way: utilities i.e.: hydrant, utility poles, utility boxes, mailboxes, trees (with Tree Commission permit).
