1428.08 COSTS TO BE ASSESSED AS LIENS.
   (a)   In accordance with the City's constitutional home rule authority, and Article II of the City of Northwood, Ohio Charter, it is hereby determined and declared by City Council that violations of Part Fourteen, Title Two - Exterior Property Maintenance Code, are detrimental to the health, morals, comfort, safety, convenience and welfare of the inhabitants of the City, and such violations are therefore declared to constitute a public nuisance in accordance with Northwood Code of Ordinances Part Six and Chapter 1284.
   (b)   In accordance with the City's constitutional home rule authority, City Charter Article II, and R.C. § 715.261, in order to prohibit, abate, and suppress such public nuisances, any costs imposed under this Part Fourteen, Title Two - Exterior Property Maintenance or Part Twelve - Planning and Zoning which remain unpaid after their payment due date shall become a lien on the real estate upon which the violation occurred, and may be levied and assessed to the Wood County Auditor upon such lots and lands in the amounts as certified as being delinquent by the Mayor.
   (c)   The City is hereby authorized to certify, levy, and assess to the Wood County Auditor the amounts due hereunder as being delinquent, to be placed on the tax duplicate for such real estate and collected as other real estate taxes and assessments are collected, with interest and penalties allowed by law.
