(a) Purpose. The purpose of this code is to protect and promote the public health, safety, prosperity and welfare of City of Northwood businesses and residents by preventing and remediating property deterioration.
(b) Scope. The provisions of this code establish minimum conditions for maintenance of structures, equipment and exterior property areas appearance, and condition of all residential and non-residential premises and establishes responsibilities of owners, occupants, and operators.
(c) Applicability. The provisions of this code shall apply to all matters affecting or relating to structures and premises as set forth in division (a) of this section.
(1) Where different sections of this code specify different requirements the most restrictive shall apply.
(2) This code establishes minimum standards for the initial and continued occupancy and use of all such buildings and properties and do not replace or modify regulations related to construction, repair, and alteration, use of buildings or zoning requirements.
(d) Responsibility. Owners, occupants, and users of premises shall maintain structures and exterior property in compliance with this code.
(1) Any person, occupant, operator, owner, or person employed in connection with such violation, or who has assisted in the commission of any such violation, shall be responsible and deemed guilty of a separate offense and shall be subject to the penalty herein provided.
(2) Notwithstanding other parties' responsibilities, no owner shall be relieved of such responsibility, nor be entitled to defend against a violation thereof by reason or fact that the occupant or user is responsible for a violation of this code.
