There is hereby created a Housing Commission and Hearing Board which shall have the powers and duties to identify needs and problems in the area of housing in the City; recommend programs, projects and/or legislation; promote public understanding; cooperate with local citizens and governmental bodies; participate in conferences or workshops; and perform any and all duties necessary within their area of responsibility. The Housing Commission shall annually make a written report to Council, on or before April 1 of each year, making recommendations and/or comments concerning this area.
