(a) There is hereby established the City Records Commission in conformity with Ohio R.C. 149.39.
(b) The Mayor shall be the chief executive officer of such Commission and the Mayor shall name three additional persons as members of such Commission, which persons may be officers of the City or citizens of the City.
(c) The Commission shall perform the duties as required by law.
