There is hereby established a Treasury Investment Account in which the Finance and Revenue Director shall enter all transactions relating to the investment of funds as provided in this chapter and shall maintain a record showing all such investments, the date of purchase, the purchase price and related information, including the interest rate and maturity date. From time to time, as such investments mature or interest is payable thereon, the Director shall issue an order for their collection and deposit as hereinafter provided. All such securities shall be held and maintained under the custody and control of the Director in a safe deposit box at the regular Municipal depository and the same shall be opened only in the presence of the Mayor, the Clerk-Treasurer and/or the Solicitor and only upon the order of the Clerk-Treasurer directing the deposit or removal of securities.
