812.01   GENERAL PROVISIONS - REGISTRATION OF CONTRACTORS, HOME REMODELERS, TRADESMEN AND SKILLED TRADESMEN.
   (a)   Registration of the following contractors, home remodelers, tradesmen and/or skilled tradesmen prior to performance of work or rendering of services within the City shall be required and no person, firm or corporation shall conduct, render or ply construction services or trades within the City without registration as set forth hereinafter. Construction services and trades shall include, but not limited to: electrical, plumbing, HVAC, steam fitting, masonry, carpentry, blacktopping, roofing and similar services and such other services as may be hereinafter designated by the City or its Administrator.
   (b)   No person, firm or corporation shall render services in the trades or skills as set forth herein by displaying a sign advertising said services, or advertising further by means of business cards, stationary, media advertisement, trade or telephone listing or otherwise indicate or represent either orally or in writing that he, they or it are in the commercial or residential field for performance of services as set forth in this Code, unless all of the requirements herein are met and further unless said individual, business or corporation shall have obtained a registration certificate as provided herein and the signs are in accordance with Section 1282.03 of the Northwood Codified Ordinance (Signs).
   (c)   No person, firm or corporation holding a registration certificate as provided herein shall loan or extend the rights and privileges given under said separate certificate for work contracted for or done by any other person other than the person or persons registered or working under the direction or supervision of said person as registered and upon notice of any violation by the building officials of the City, such certificate shall be suspended or revoked immediately upon written notice thereof.
   (d)   All tradesmen or person, businesses or corporations conducting work as set forth herein above the specified areas, shall register annually with the City, Administrative Division of Planning and Zoning in a manner prescribed by rules as same may be established from time to time by said Planning and Zoning Division or the Clerk of said Planning and Zoning Division.
   (e)   The annual registration fee shall be in accord with the provisions for schedules and fees as set forth in Chapter 208 and/or as codified.
   (f)   No tradesman or contractor performing services or work as identified herein before who shall have failed to register as required herein and who shall have failed to pay the fee designated as required herein, shall perform any services or engage in any such business as identified herein within the City.
   (g)   As used in this section, the word or words "tradesmen", "home remodelers", "contractors", or "skilled tradesmen" shall mean and designate any person, firm, business entity or corporation, whether acting as general contractor or subcontractor, who engages in the business of erecting, constructing and/or repairing buildings, permanent fixtures to real estate and other permanent improvements to real estate within this City. The word "contractor" shall specifically include, but not be limited to: builders, excavators, remodelers, asphalt and concrete pavers, carpenters, roofers, drywallers, plasterers, painters, wallpaperers, landscapers, basement waterproofers, fence installers, home remodelers, and persons or entities performing installation or improvement upon windows, doors, siding, driveways, patios, swimming pools and other similar or ancillary work or improvements to real property thereto.
   (h)   The City Administrator and Planning and Zoning Official hold the right to deny a registration if the applicant fails to provide all the information requested and/or does not meet the standards set place on the application. The applicant may appeal the Board of Zoning Appeals.
   (i)   Whoever shall fail to register or conduct business in violation of the registration requirements herein or violate any provision of this chapter shall be subject to a doubled original registration fee. Failure to renew shall result in an original registration fee.
