248.02 AUXILIARY POLICE UNIT.
   (a)   An Auxiliary Police Unit is hereby established to operate within and as a part of the Police Department. The Unit shall consist of a complement of auxiliary policemen in such number as Council shall, from time to time, determine, all of whom shall be residents of the City and all of whom shall serve without compensation and shall not be eligible for membership in the Police Relief and Pension Fund.

   (b)   The Mayor shall be the executive head of the Unit and shall make all appointments and removals of auxiliary police officers, subject to the advice and consent of Council, and he shall prescribe reasonable rules and regulations for the organization, training, administration, control and conduct of the Unit. The Chief of Police shall have exclusive control of the stationing and transferring of all auxiliary police officers, under such general rules and regulations as the Mayor prescribes from time to time.
   (c)   From time to time Council shall make and designate appropriations for the purpose of providing uniforms, equipment and related needs for the use of the auxiliary police officers and for the operation of the Unit, all such materials to continue and remain the property of the City. Each auxiliary policeman to whom the same are issued shall be responsible for the proper care and maintenance thereof and the return thereof to the City upon demand or instructions by the Mayor or the Chief of Police, in as reasonably good condition as when originally issued. Nothing herein contained shall be construed to intend or involve the payment of any compensation to such auxiliary police officers or otherwise to make them employees of the City, except as necessarily inferred from the provisions hereof.
