246.03 EMPLOYEES OF STREET DEPARTMENT.
   Employees of the Street Department shall be of such number as is from time to time determined by Council and shall be appointed by the Mayor, upon the advice and consent of Council. All full-time employees shall work a minimum of forty hours per week, upon such schedules as are determined by the Street Superintendent, upon the advice and consent of the Mayor. Notice of such schedules shall be posted by the Superintendent. All employees shall be employed upon the recommendation of the Mayor and the consent of Council. Such employees shall not be considered as hired for any fixed term or time, and the right to change their wages during their periods of service is expressly reserved.
