Local land owners desiring to obtain a water supply for their premises with respect to existing improvements shall make application for a water tap to the Clerk-Treasurer using permit forms prepared and furnished by the Clerk-Treasurer for such purpose, wherein all relevant and useful information respecting the premises to be served is entered. Upon filing of such permit forms, the applicant shall thereupon make application to the Department of Public Service, Division of Water, City of Oregon or Toledo, for an inspection permit, pursuant to all rules and regulations prescribed by such Divisions. In that connection, the applicant shall pay all charges levied for the permit and for the water tap or otherwise, as regulated from time to time by the City of Oregon or Toledo.
