Where such publication is by posting, the Clerk of Council shall make a certificate as to such posting and as to the times when and the places where such posting is done. Respecting publication in one or both of the newspapers referred to in Section 222.03, the Clerk of Council shall make certification respecting the same, as provided in Ohio R.C. 731.24
