No building permit shall be issued for any property as to which the Village Engineer declares that a ditch shall be enclosed until such time as a sufficient performance bond in an amount approved by the Village Engineer has been filed in the Clerk-Treasurer's office to ensure that such ditch enclosure will be properly completed in accordance with the plans and specifications as determined by the Village Engineer.
