The Finance and Revenue Director is hereby authorized to hold for payment any expenditures submitted to the Finance Department when the balance of the General Fund falls below the amount of one hundred thousand dollars ($100,000). The Director is hereby authorized to resume payment of expenses submitted at any time when the balance of the General Fund is above one hundred thousand dollars ($100,000).
