The Administrator, with the approval of the Mayor and the consent of Council, is hereby authorized to employ such part-time assistants as may from time to time be deemed necessary and desirable to assist him in the proper and orderly operation of the Income Tax Office, in such numbers, for such hours and to perform such duties as are mutually determined by the Mayor and the Administrator. Such employees shall be paid on an hourly basis at rates to be determined by Council.
