(a) The Mayor and the Municipal Administrator are hereby authorized to accept applications for block parties and other similar gatherings and to make a determination as to whether or not to issue the necessary permit if it is warranted.
(b) The Mayor and the Municipal Administrator are hereby authorized to gather any information they feel is necessary from the application in order to properly regulate the function or gathering and to determine whether a permit should be issued and collect any application fee if necessary.
