(a) No nonresident of the City shall dump any waste or refuse in the Evergreen Landfill operated by Ohio Waste Management, Inc., without first paying the required dumping fees to Ohio Waste Management, Inc.
(b) No resident of the City shall dump any waste or refuse in the Evergreen Landfill that is not generated from a City residence without paying the required dumping fee to Ohio Waste Management, Inc. However, City residents, upon proper identification, shall not be required to pay any fee to dump nonhazardous solid waste and refuse generated from their own homes within the limits of the City.
