(a) The City of Northwood hereby declares its intention to seek opportunities to provide municipally generated natural gas power to its citizens and customers on the open market.
(b) This Council hereby establishes a municipal natural gas utility with all the powers, rights, duties and obligations imposed on such utilities by the laws and Constitution of Ohio and municipal ordinances and Charter of Northwood.
