All water line extensions shall be financed by special assessments on the lots and lands bounding and abutting upon the route of the proposed extensions, assessed upon the basis of front footage, for which purpose the assessable portion of the improvement shall be the overall cost thereof, less the contribution of the Village and any contribution by County, State or Federal agencies. In computing the assessable frontage of lots and lands, as to any property located at an intersection or where more than one side of a parcel fronts on the route of the proposed extension, the side with the shorter length shall be deemed the front of such parcel and shall be assessed for the full frontage but the other side or sides shall be deemed side frontage and the first 200 feet thereof shall be excluded from assessment; for such purposes, land shall be considered in such parcels as determined for real estate tax purposes.
