1040.02 COSTS; CONTRIBUTION OF VILLAGE.
   As to any area seeking the extension of water lines which is represented by petitions signed by the owners of sixty percent or more of the property abutting upon the route of the proposed extension, the basic contribution of the Village shall be limited to two per cent of the overall cost of the proposed improvement; if no petitions have been filed for a given area or section of a proposed extension or if the petitions are not signed by the owners of at least sixty percent of the property abutting upon the route of the proposed extension, the basic contribution of the Village shall be two percent of the overall cost of the proposed improvement plus the cost of intersections. Where it is deemed advisable for purposes of future extensions to install water lines with greater diameters than immediately necessary to service the areas involved in a given project, the excessive cost of materials thus resulting shall be contributed by either the Village or by Wood County.
