No person shall break into, open up or disturb the pavement or any paved streets, lanes, alleys, public ways or public grounds of the Village, without having first deposited with the Clerk-Treasurer a sum of money sufficient to pay for the replacement and repair of such pavement; such sum of money shall be determined by the Clerk-Treasurer and no person shall open or disturb a greater area of pavement than that authorized by the permit and for which such deposit has been made.
