The provisions of Section 1024.02 shall not apply to any person licensed to make connections with the public sewers or drains of the Village, nor shall any of the provisions of this chapter apply to persons engaged in making public improvements in the streets, public ways and public grounds of the Village under contract with and thereunto directly authorized by the Village, nor to any governmental agency.
