(a) The Municipal Administrator or his or her agent shall furnish line and grade stakes as may be necessary for the proper control of the work regulated by this chapter. However, this shall not relieve the owner or contractor of any responsibility for making careful and accurate measurements in constructing the work to the lines furnished by the Municipal Administrator or his or her agent. The owner or contractor shall preserve the stakes set for line and grade. Such stakes for line or grade which are disturbed or destroyed through the carelessness of the owner or contractor shall be replaced by the Municipal Administrator or his or her agent upon the request of the owner or contractor, or as deemed necessary by the Municipal Administrator or his or her agent. The owner or contractor will be responsible for the actual cost of this work, as determined by the Municipal Administrator.
(b) The Municipal Administrator may not authorize work for providing line and grade of sidewalks on lots where a house is proposed until after the foundation of the house is finished and all utility construction is complete driveway or runway.
