Any person installing or placing, or causing to be installed or placed, any curb box for gas or water, gas drips, manhole covers or sidewalk gratings shall install them so that they are on an exact level with the surface of the walk or driveway. When walks are reconstructed, all such appurtenances shall be set flush with the new sidewalk or driveway grade.
