The future development of lands within the Village which are presently undeveloped or devoted only to agricultural purposes with incidental residential and related improvements shall be governed by the Master Street Plan, subject to the reservations for street improvements which are set forth on the Master Street Plan Map, as now adopted or as hereafter amended. No change in the use of such lands or the construction of improvements thereon which conflicts with the street improvement reservations of such Map shall be permitted, except upon the prior approval of the Planning Commission; otherwise, all such future development shall provide for the reservation of street improvements and the dedication of land to the Village for such purpose.
