(a) No person shall be a secondhand dealer without first obtaining a license therefor from the Finance and Revenue Director. A separate license shall be required for each separate location at which a business is conducted. No person for himself or herself, or as the agent of any dealer in secondhand articles, shall solicit the purchase or sale of any of the articles or property referred to in Section 860.01, within the City, without first obtaining a license therefor from the Director.
(b) Application for such a license shall be made in writing to the Director, upon such form as may be prescribed therefor by the Director, and shall contain the name of the person applying for such license, the address or addresses at which such business will be conducted, and such other information as may be required by the Director. If the applicant is a firm or corporation, the application shall also contain the names of all persons interested therein.
