No person shall, for hire, advertise or hold himself out as engaged in the business of fortunetelling, soothsaying, reading, astrology or phrenology or as being an advisor as to future events or giving advice and counsel based upon mystic symbols or forces, nor shall any person permit the conduct of such practices or business upon any premises or within any business structure of which he is the owner, rentor, lessee or person in charge.
