(a) Any license fee required for any parade, circus, amusement or entertainment, which activity is sponsored by a duly recognized departmental unit of the Village, such as the Police Department, the Volunteer Fire Department, the Recreation Board and the like, shall be waived.
(b) Requests for such waivers by any such departmental agency shall be in writing and shall be submitted to the Clerk-Treasurer. The Clerk-Treasurer shall not issue a license, however, until Council has authorized the same.
