826.01 LICENSE REQUIRED.
   No person shall conduct, stage or give a circus, menagerie, carnival, sideshow, musical or minstrel entertainment or exhibition of monsters or freaks of nature, for which money or reward is demanded or received, without first obtaining a license and paying the fee provided for herein.
    The applicant for a license to conduct, stage or give such exhibition shall give notice of at least one month in writing to the Mayor, stating the dates of the performances, the location at which they are to be presented and the sponsoring organization, if any. The Mayor, after receiving the approval of Council, shall give his consent to the issuance of such license. Council shall consider whether or not the location is suitable for the purpose; whether the location will properly accommodate the patrons; whether the nature of the performance or exhibition is morally proper; whether the use of such location will throw an undue burden upon the Police or Fire Departments; and other factors as might be brought to the attention of Council by the Mayor.
