8-1-3: CLASSIFICATION OF WATER AND SEWER USERS:
There shall be constituted three (3) classes of water and sewer users or consumers for purposes of this chapter:
   A.   Residential, whose water and sewer use shall be primarily for personal, domestic consumption;
   B.   Commercial, whose water and sewer use shall be primarily for or incident to any business purpose or activity;
   C.   Industrial, whose water and sewer use shall be primarily for manufacturing and processing activities and of a consumption volume exceeding seventy five thousand (75,000) gallons per quarter. Industrial users shall be required to contract separately with the Village for the establishment of rates, and each such user must meter its water and sewer use at the sole expense of the user, with said meter being read at least once quarterly by an authorized officer of the Village and with the user allowing reasonable access for said purpose; and
   D.   New commercial, whose water and sewer use shall be primarily for or incident to any business building which construction commences on or after June 1, 1997. Each new commercial user commencing commercial activity must meter its water use at the sole expense of the user, with said meter being read at least once quarterly by an authorized officer of the Village and with the user allowing reasonable access for said purpose. New commercial users shall pay the water and sewer rate required of new commercial users under section 8-1-8 of this chapter; provided, however, that such users shall pay the rate required of commercial users for any month in which water or sewer usage does not exceed twelve thousand five hundred (12,500) gallons.
