8-1-8: FEES, RATES AND CHARGES ESTABLISHED:
   A.   Tap-On Or Connection Fees: The following tap-on or connection fees shall be effective January 1, 2010, and are per user, and the fee is assessed separately for each water and/or sewer connection. For example, a single-family residence connecting to both Village water and sewer would pay a total tap-on fee of five hundred fifty dollars ($550.00).

   Notes:
      1.    For each separate commercial, industrial or residential dwelling user per unit.
      2.    Prior notice and consent of the Village of the date, time, and location of the fill is required. Consent shall be given by the Mayor or the Superintendent of Public Works.
      3.    The Village shall notify a residential user of the necessity to schedule an appointment to have a new meter installed. Failure by user to schedule and maintain a scheduled appointment within 30 days of the initial contact by the Village shall cause the Village to issue a 10-Day Notice of Installation Violation. Such notice shall be provided to the user by certified mail at the address of the premises or by personal service. If the notice of installation violation is not remedied within 10 days of delivery of the notice, then the non-metered rate shall increase from the base rate of $11.50 per month to $60.00 per month (the "violation" rate) commencing with the next billing period. A notice sent by certified mail and not accepted or signed for, shall be subject to the increased $60.00 per month fee if not remedied within 15 days of the date of mailing by the Village. Once the violation is remedied, the non-metered rate shall revert from the violation rate to the base rate commencing with the next billing cycle until the Village commences Villagewide use of the metered rate.

      2.   Upon installation of a meter and an initial reading of the meter by the Village, the user shall begin payment according to the applicable meter rate set forth in this section. (Ord. 2019-15, 5-9-2019)
   C.   Water Service Maintenance Fee: The water service maintenance fee for all users of water service is five dollars ($5.00) per month. (Ord. 2004-36, 11-24-2004)
   D.   Sewer Service Maintenance Fee: The sewer service maintenance fee shall be five dollars ($5.00) per month for all residential and commercial users effective as of June 1, 2019, and one hundred fifty dollars ($150.00) per month for all industrial users effective as of August 1, 2019.
   E.   Annual Increase: All industrial water and sewer rates are subject to an annual increase of four percent (4%) per year, with the first increase occurring on January 1, 2021. (Ord. 2019-15, 5-9-2019)
   F.   Terms: For all purposes of this chapter, the terms "meter", "metered" and "metered rate" shall refer to the water meter installed unless the Village has given prior approval of installation of a sewer meter. (Ord. 2019-09, 4-10-2019)
