It shall be unlawful for the owner or lessee of any such motor vehicle or wagon, or for any other person responsible for transporting, hauling, driving, propelling or conveying such loads prohibited by section 7-3-1 of this chapter, or for the owner of the load so transported, to knowingly permit such loads to be conveyed over or upon any public streets or portions of public streets of the city, other than those enumerated in section 7-3-1 of this chapter, contrary to the provisions of said section.
