§ 31.40 APPOINTMENT; MEMBERSHIP; AUTHORITY.
   (A)   At the organization meeting of the City Council, the Mayor shall appoint members of standing committees as the City Council may create. The membership of the standing committees may be changed at any time by the Mayor. The members of the standing committees shall serve a term of office of 2 years, unless reappointed. Two members of the committee shall constitute a quorum for the transaction of any business. All committee members present shall be required to cast their vote on all issues moved on by the committee.
   (B)   Committees of the Council shall act as a screening committee only and it shall be the responsibility of the committee to hear the requests of the public and staff and to make recommendation to the Council based upon its findings. The committees shall have no authority to enter into contracts or to obligate the city in any financial matters or for any services.
   (C)   The committees shall have no authority to act in any administrative capacity, but may act in a legislative advisory capacity to the Council, to effect a more efficient operation of city government. The following committees of the Council have been appointed and shall continue in existence until abolished by the Mayor and Council:
      (1)   Administration; Finance and Leisure Services Committee;
      (2)   Community and Economic Development Committee;
      (3)   Public Safety Committee; and
      (4)   Public Works Committee.
