§ 130.075 PARTICIPATION IN CITY LOTTERIES.
   (A)   Participation by certain persons prohibited. The following persons shall be prohibited from playing or participating in any manner in any lottery established by or on behalf of the city:
      (1)   Persons under 19 years of age;
      (2)   Any member of the City Council, city official or the immediate family of such member or official. For purposes of this section, the term IMMEDIATE FAMILY shall mean a person who is related to the member or governing official by blood, marriage or adoption and resides in the same household of the member or governing official, or a person who is claimed by the member or governing official as a dependent for federal income tax purposes. The term CITY OFFICIAL shall refer to the Mayor;
      (3)   Owners or officers of a lottery operator with whom the city contracts to conduct its
lottery; and
      (4)   The City Clerk-Treasurer.
   (B)   Participation by employee or agent of lottery operator or sales outlet. Employees or agents of a lottery operator or authorized lottery sales outlet shall not play a lottery of the city for which the person performs work during the time as the person is actually working at the lottery or while on duty.
