§ 31.02 REMOVAL OF ELECTED OFFICERS.
   When any officer elected by the qualified voters of the city, as provided in this code, shall have become habitually intemperate, or in any way incompetent to discharge the duties of his or her office, or become grossly negligent in the discharge of his or her duties, or shall willfully and persistently obstruct the transaction of the business of the Council or the public business, or shall willfully, persistently, arbitrarily and contrary to law thwart or impede the action of the Council, or shall have moved from the city, or shall have been guilty of any act or conduct sufficient to constitute a misdemeanor in office, or shall have neglected or refused to pay over any money in his or her hand belonging to the city in the manner or at the time prescribed by law, or shall fail to present his or her books or accounts to the Council for adjustment or settlement, or shall have been convicted of any crime or offense of an infamous character while in office, he or she shall be subject to removal from office by the Council.
