No licensee under the Nebraska Liquor Control Act or any of the licensee’s employees, agents, directors or officers shall engage in, allow, permit or suffer in or upon any licensed premises any disturbances, lewdness, immoral or illegal activities, or displays, brawls or unnecessary noises, or allow, permit or suffer the licensed premises to be conducted in such manner as to create public censure or become a nuisance, public or private.
