It is hereby determined by the governing body upon the basis of an engineering and traffic investigation that the speed permitted by state law upon those streets or portions thereof as described in Chapter 77, Sch. III, is greater than is reasonable or safe under the conditions found to exist upon the streets, and it is hereby declared that the maximum speed upon those streets or portions thereof described in Chapter 77, Sch. III, shall be as therein stated, which speeds so declared shall be effective at the time specified therein when signs are erected giving notice thereof.
