(A) Any motor vehicle or article which remains in 1 location on the streets, alleys or public property of the city for a period longer than 72 hours shall be deemed abandoned and shall be removed by the Police Department from the street, alley or public property.
(B) Notice by registered mail shall be forthwith given by the Police Department to the record owner of the motor vehicle or article, to immediately call for the motor vehicle or article and to pay the charges for removing, keeping and storing the motor vehicle or article.
(C) If the motor vehicle or article is not called for within 5 days from mailing of the notice, or the address is unknown, the motor vehicle or article shall be disposed of as provided in § 30.046, either at the time of the sale or forthwith on giving notice as provided in this section.
