(A) Whenever the Chief of Police deems it necessary, all property which shall have remained unclaimed in the hands of the Police Department for more than 30 days shall be sold at public auction at police headquarters or in an area designated by the Chief of Police, to the highest and best bidder.
(B) Notice of the sale shall be published 1 time at least 10 days prior to the date of sale in some newspaper of general circulation in the city.
