Any person may remove municipal solid waste or hire the waste to be removed by some person; provided however, that each charging unit will continue to be billed pursuant to § 54.03, unless that charging unit provides written proof that his or her solid waste was lawfully collected by a private hauler and deposited at a permitted facility or provide written proof that his or her solid waste was deposited by him or her at a permitted facility. The proof shall be provided by a receipt from a permitted facility or a statement from a private hauler. All such waste, unless prohibited by the city, such as hazardous wastes, may be disposed of at solid waste management facilities maintained by the city disposal system.
