In any case where it has been impossible to read any water meter or sewage meter or other measuring device, or if the Manager reasonably determines that any such meter or device has failed to measure accurately during the billing period in question, the sewer use charges shall be computed upon an estimated water or sewage flow for the period, and the meter or device repaired and tested at the expense of the meter owner.
