The sewer use charges provided for in this chapter, together with all other charges and penalties, shall be and are hereby declared to be a lien upon the property from the time such charge becomes due until paid, and may be collected from either the owner or the person requesting the service, and may be collected in the same manner as other city taxes are certified, assessed, collected and returned.
