§ 53.054 COMPUTATION OF BASIC SEWER USE CHARGE.
   (A)   Each property using the sanitary sewer system of the city shall be subject to a basic sewer use charge. For a given residential property, the basic sewer use charge for each billing cycle shall be determined by multiplying for each such cycle the total amount of water, in thousand gallons, metered for the property during a billing cycle chosen from the most recent past winter, by the basic sewer use unit charge. For a given non-residential property, the basic sewer use charge for a given billing cycle shall be determined by multiplying for the cycle the total amount of water or sewage, in thousand gallons, measured for the property during the cycle, by the basic sewer use unit charge. Upon approval of these rates by the City Council, the rates shall be placed on file with the City Clerk.
   (B)   In the case of change of occupancy of residential property, the new occupant shall be required to pay a sewer use charge based on the fee paid by the previous occupant until the next review period. Upon approval of these rates by the City Council, the rates shall be placed on file with the City Clerk.
   (C)   Where a sewage flow meter or other sewage measuring device is required or permitted by the Manager and is used to measure the volume of sewage discharged into the sanitary sewer system, the sewer use charge shall be computed thereon at the basic sewer use unit charge.
   (D)   The Manager shall review the basic sewer use unit charge every year, or more often if conditions so warrant, and based upon the review shall make recommendations to the City Council for its consideration.
