§ 53.053 BILLING CYCLES FOR SEWER USE CHARGE.
   For the convenient and economical computation of the sanitary sewer charge for all premises, the Manager shall divide the city into billing cycles in such a manner as he or she shall determine, using January, February and March as a base.
